Course Summary:

The policing governance session is intended to consider how recently learned
lessons in corporate governance could apply in policing; it begins with a review
of the Enron governance failure that allowed malfeasance to put the company
into bankruptcy and trigger corporate governance reform. Increased public expectations
for governance will be examined, and an understanding of a sound governance
model developed this framework will be related to governance in policing. |

Course Summary: |
This course will focus on two key ingredients: (1) being
able to accurately measure and analyse the levels and trends of illegal
activity in the community, and (2) being able to measure accurately the
effectiveness of law enforcement practices. It will be made clear that
if the Police Service cannot measure illegal activity well, then they certainly
cannot measure the effectiveness of enforcement efforts. Furthermore, careful
attention must be given to spurious correlations between crime and the
characteristics of offenders, and the role of confounding that occurs in
many studies of crime. The objective of these lectures will be to develop
an understanding of these issues and hence improve the effectiveness of
law-enforcement efforts, as well as the ability to respond to statistical
reports presented in the media. |
