The program covers fundamental management and leadership concepts to help participants develop competency-based executive-level skills. The curriculum subjects are shown below.

The PLP curriculum also incorporates a co-consulting project, whereby participants apply program learnings to a project relevant to their organization and report their findings to their Chief at the programs’ conclusion. Courses combine in-class instruction, peer-based learning, simulations and role-playing, team projects and individual assignments. The program also includes a series of prominent guest speakers from the sectors of enforcement, civilian governance of police, visible minorities and business.
