Police chiefs require "CEO skills" to lead today's police services successfully

Toronto --- To protect and serve their communities effectively, police executives need to develop leadership and management skills that are similar to attributes found among today's top businesses executives.

"The quality of police services is critical for the competitiveness of Ontario," said Professor Joseph D'Cruz, Program Director of the Police Leadership Program at the Rotman School of Management, University of Toronto. D'Cruz spoke today to graduates of the program's first class and a group of Ontario police chiefs.

"To attract and retain knowledge workers, Ontario must excel in its quality of life. There is no better indicator of this than the relations between the police and the community," said D'Cruz. "Learning about the best management and organizational practices, and knowing how to apply them to the specialized challenges of policing and law enforcement, are critical skills that will make a long-term difference in our communities."

The Police Leadership Program is an intensive four-week course with a customized curriculum that covers strategy, financial management, human resources, leadership, police service, community knowledge, political astuteness and communications. It is the first MBA-style program in Canada designed especially for police executives.

The program includes classroom instruction by Rotman faculty, peer interaction, plus presentations by police-related speakers, such as Toronto Police Services Chief Julian Fantino, RCMP Commissioner Guliano Zaccardelli and OPP Commissioner Gwen Boniface. The program is a partnership between the Ontario Association of Chiefs of Police (OACP) and the Rotman School.

"The learning experience is exactly what our profession requires to develop the next generation of police leaders," said Ron Bain, Deputy Chief of the Peel Region Police and an OACP member involved in setting up the program. "Policing has become a sophisticated responsibility and every police executive needs to know how to maximize the effectiveness of their service."

The OACP is a professional services organization of more than 1,000 members that promotes competent administration of policing services, co-ordinates police training and education and provides timely information to its members. The Association continually strives to increase the efficiency of law enforcement agencies for the protection and service of the people of Ontario.
